Idle Speed control unit A0045451132

Dear all, 

I have the problem with high idle:  ~ 1500  Rpm.
There is no voltage at Idle control valve. 
There is no problem with OVP relay , the 10 amp fuse is OK , 
changed it with relay from another working 560SL without success.
So, according what I found the problem must be with wires or Idle control unit (N8).
I found several discussions for pin soldering problem with N8, also problems with  transistors. 
But all instructions I found are for different models. 
My unit has number A0045451132, pictures attached.
At first look I found only one bad point (resistor?).
The transistors are BD237 and BD238
Any idea what to search for in this particular unit ?
Should I change capacitors too ?

nothing soldered so far.
Updated info:
I got another unit from my friends 560SL, 1988.
The number on it is different A0065458532 
Another difference is number LR005 vs LR003,
as I know it is related with same number stamped at Idle control valve?
My car 560SL, 1987 idle working perfect with it. 
So, it is confirmed problem with Idle control speed unit. 
Waiting good advice from somebody with experience what to check and change in my A0045451132.

you can contact forum member DrRalph. He can fix problems with different kinds of control units, probably with the idle speed control unit as well.
